Personally I believe it's Brown Eyed Girls. And a few others. Such good vocals but not all the attention they should be getting.
Personally I think HyunA is. SNSD? Unsure. Maybe? So far they have been quite while performing in Japan. Oh and happy 5th Anniversary girls.
No one has any opinions? -_-

Personal opinion:
I'm not sure who is the most underrated.
Brave Girls is quite good. Their live performance is great, but they dont get much spotlight in entertainment world(?)
Too early to say for Big Star, but i also feel that they don't get many attention?
Some other rock and indie bands too, Nemesis, Nell, Urban Zakapa, Winterplay, an acapella group - Red Soul, and etc, etc , etc
And can i say 4Men is still underrated afterall? >,>
Most Overrated?
I don't want to specify, (and sorry to say) but groups with many members usually are overrated. Some of them, I notice, do have great personalities, the members of the groups, i mean. But popularity (of looks) usually defeat quality.
I don't know much kpop but I think that ft island don't get as much publicity as they deserve.
I agree. But haven't they done a song recently?

I am not here to bash anyone. I 'm just stating who I think has a little too much or less of attention.
g dragon is definately over rated
as for underrated, brown eyed girls are underrated and spica is an underrated rookie group, in fact they are the only rookie group i care about
U-Kiss is underrated, they've had many comebacks but they still havent gotten popular yet, I dont know about overrated k-pop groups yet :L
I think MBLAQ is a bit underrated. They are good!

Underrated: Secret
I think U-Kiss is definitely the most underrated. It always pains me to see them work so hard and never win anything. Yeah, they're just stupid awards, but U-Kiss deserves recognition!
As for overrated, I'm not entirely sure.

I guess it's always easy to talk about underrated, but overrated ones? Yeah, G-Dragon, SNSD and many others are very popular, but who in fact knows what they had to do in order to get famous? The Kpop industry is a harsh world where only the best survive, it might not be always fair, but in the end no one gets fame for nothing.
Underrated: U-Kiss
I love this group so much, but they have less recognition in Korea, but have a huge fanbase overseas~ They still deserve some awards, though! It would be nice.
Overrated: KARA (i don't like them), SNSD (but they're good), T-ara (just cause the scandal, but their music is still good)
Underrated:
Seungri (from Big Bang)
Hyuna (4Minute/Troublemaker)
Elizabeth (duo)
Zeni Kim (Elizabeth)
this is just my opinion but i really think tyhat U-KISS is under-rated in korea even they have a strong vocals, Dancing skills and Visuals.. i just dont really get it, why the hell Ukiss is under-rated in korea. but im happy bec they have a good career in japan~! *Q* ♥
I think f(x) is really underrated.. They are one of the best female groups I have heard, and I feel as though the need to be recognized more. CN Blue and FT Island I also feel as though they are too underrated as well.
Over rated? Well.. I think TVXQ is a tad bit over rated.. I don't see what the big deal about em' is.. I don't mean to offend or anything..
I'm not too sure for who's too under rated... Because most of the artists I know have won like quite a few awards...
But for over rated, the number one on my list is most definitely SNSD.
For my opinion, I don't know any that are overrated..but I feel that U-Kiss and f(x) are very underrated.
U-Kiss, f(x) and Led Apple are very underrated 
I think GD is a little overrated nowadays
